Only if the faces inside the collection carry PostScript/CFF outlines. Most TTC collections are TrueType-based, so those faces convert to TTF instead — Convertessa keeps the outlines exactly as they are either way.
A TTC holds multiple faces in a single container. Since the target formats you can choose (OTF, TTF, TTX, WOFF, WOFF2) each hold one face, Convertessa writes out one converted file per face.
Converting the format doesn't change the licence. Whatever redistribution or embedding rights came with the original TTC still apply to the OTF, TTF, TTX, WOFF, or WOFF2 files it produces.
